Very seldomly useful. It's a nice feature to have, but I'd put it at the bottom of the list. I'm generally against features that build exclusivity anyway.

Don't think it'll be used often, but will be very useful when needed (e.g. surprise parties).

I wouldn't want to accidentally ruin a surprise that someone has worked so hard.  And it's just good social etiquette to have the host or hostess's permission to bring a guest.

If I'm hosting a party, I should have a say as to who can come. No questions asked. Ideally, I would not lock any of my invitations, and when in a public place, I really do not care who attends. I can always go some place else. Yet when I have an event at home, this would be much more useful.

If you set this on your event invitation, when people invite friends to the event, they'd get the message "You've invited the selected friends to this event, pending approval by the event organizer".  The organizer would then be able to approve or reject the invitation request.

You could use this setting to let people invite friends to an event, but at the same time retain some control over who gets invited.
